i suppose 4 inches is legit, seeing as SE cities aren't really equipped to deal with snowy roads. i also understand that snow is a bigger deal/threat in places where snowfall is rare. that said, i get annoyed with atlanta because it's always so melodramatic. people use the term "snowed in" to say they are choosing not to drive somewhere because it's threatening to snow 100 miles to the north.
